Each year the Royal Canadian mint puts out a prooflike set.  This 7 coin set is the 1998 "Winnipeg"  PL set. In 1997 & 1998 the Royal Canadian Mint moved production of these sets to Winnipeg but some were still made in Ottawa.  There are some differences in the packaging AND the finish on the coins...
***The Winnipeg set was obviously minted at the Winnipeg mint.  You can distinguish this one from the Ottawa set by orienting the set so that the reverse sides of the coins are showing and the loonie is in the bottom right.  Then from right to left you will see the loonie coin, then the toonie in the middle and then the 50-cent coin on the left.  For the Ottawa set, the loonie and 50 cent coin switch places.  Additionally the Ottawa coins have a brilliant or shiny polar bear (toonie) whereas the Winnipeg toonies have a frosted appearance.  THERE ARE MINT MARKS on these 1998 dated coins (see photos).  The W indicates the Winnipeg minting and is found on the obverse on the bottom right.
